Quantity Surveyor – Highways
Location: Oxfordshire
Rate: £55 per hour Umbrella
Working Arrangement: Hybrid 1 day per week In the office
Role Overview
We are seeking an experienced Quantity Surveyor to provide commercial support to the NEC Contract Manager and delegated Service Manager in administering the Oxfordshire highways term maintenance contract. The role will support the delivery of maintenance and improvement works through Task Orders under the NEC4 Term Service Contract (TSC), Option A.
Key Responsibilities
Review and assess Contractor Task Order quotations. Prepare and check estimates and cost plans. Review quantities, Price List items, rates and cost build-ups. Build up new rates where items are not included in the Price List. Review Contractor payment applications and valuations. Assess compensation events and other contract changes. Review and challenge Contractor costs, preliminaries and risk allowances. Undertake independent Service Manager assessments where required. Monitor Task Order budgets, expenditure and forecasts. Maintain cost reports, cashflow forecasts and commercial trackers. Review claims and supporting cost evidence. Undertake or verify site measurements where required. Identify value engineering and cost-saving opportunities. Support RFQ, Early Warning and commercial meetings. Monitor NEC contractual and commercial timescales. Maintain clear commercial records and audit trails.
Requirements
Previous experience working on highways term maintenance contracts is desirable. Experience working with NEC4 TSC Option A is desirable. Strong experience preparing cost estimates and rate build-ups, including agreeing new rates with Contractors and supporting Service Manager assessments. Experience reviewing Contractor quotations and assessing costs. Experience with compensation events and change control. Strong understanding of measurement, rates, Price Lists and cost build-ups. Ability to effectively challenge Contractor submissions and provide clear commercial recommendations. Ability to work collaboratively while protecting the Client's commercial position.
